Tracy Morris, Esq.
President
Tracy Morris, Esq. is the Founder, President, and Chief Executive Officer of Legal Gateway, where she leads the organization's mission to expand access to justice, civic engagement, legal education, and public service throughout the Western District of Washington. She founded Legal Gateway in 2025 as the permanent home for the Federal Civil Rights Legal Clinic and other innovative programs that improve access to the federal courts, strengthen civic education, and support future generations of lawyers and community leaders.
Tracy is also the Founder and Executive Director of the Federal Civil Rights Legal Clinic, which she established in 2006 to provide free legal assistance to individuals representing themselves in federal court. Under her leadership, the Clinic has served more than 2,600 individuals and has become one of the Ninth Circuit's longest-running federal court-based pro bono programs. The Clinic currently operates in Seattle and Tacoma, with expansion into additional Washington communities underway.
In addition to her nonprofit leadership, Tracy serves as an Adjunct Professor at Seattle University School of Law, where she teaches and mentors judicial externs and future lawyers. She previously served as General Counsel and Director of Business Development for CB Transportation, Inc., in-house counsel at Microsoft Corporation, and an employment attorney at Perkins Coie LLP. She clerked for Judge Richard C. Tallman of the United States Court of Appeals for the Ninth Circuit and for Magistrate Judges John L. Weinberg and Mary Alice Theiler of the United States District Court for the Western District of Washington. Earlier in her career, she externed for Judge William L. Dwyer, an experience that solidified her lifelong commitment to the federal legal system and the principle of pro bono publico.
A respected leader in the federal legal community, Tracy is a past President of the Federal Bar Association for the Western District of Washington and continues to serve in leadership roles supporting the federal judiciary and nonprofit community. She is a member of the Board of Directors of the Ninth Judicial Circuit Historical Society, serves on the Western District of Washington's PATHWAY Program and Summer Judicial Externship Program, co-chairs the District's annual Civics Essay and Video Contest, and serves on the Advisory Counsel for Alexander Hamilton Scholars. She previously served for nearly a decade on the Swedish Hospital Foundation Board of Trustees. In recognition of her contributions to the legal profession and public service, she received the Federal Bar Association for the Western District of Washington's 2011 Special Service Award, the United States District Court for the Western District of Washington's 2024 Diversity, Equity, and Inclusion Champion Award, the King County Bar Association's 2025 Pro Bono Award, and the United States District Court's 2025 Recognition of Service Award.
Mieko Hart
Treasurer
Mieko Hart is a business executive, attorney, and entrepreneur with more than 20 years of experience in financial management, operations, and organizational growth. She has founded, acquired, and scaled multiple wellness businesses, including building a six-location fitness company and helping grow a 24-location fitness chain. She has secured more than $7 million in financing, and advises organizations on financial strategy, governance, and operations.
Mieko is committed to nonprofit leadership and financial stewardship. She has served on the Board of Directors and Finance Committee of Wellspring Family Services, completed nonprofit leadership training through Communities Rise, and volunteers with the organization. She previously served as Treasurer of the Seattle chapter of National Charity League.
Mieko brings her legal and financial expertise to Legal Gateway's Board of Directors, helping strengthen the organization's long-term sustainability and mission. She earned her Juris Doctor and Executive MBA from the University of Washington.
Joanna Boisen

Joanna Boisen is the Chief Pro Bono & Social Impact Officer at Davis Wright Tremaine LLP, where she oversees the firm's pro bono, community engagement, and social impact initiatives. A nationally recognized leader in the pro bono community, she works with lawyers, nonprofits, legal services providers, courts, and community organizations to develop innovative approaches to expanding legal assistance and strengthening communities.
Over the course of her career, Joanna has built partnerships and programs that connect legal expertise with pressing community needs. She is particularly known for her work advancing access to justice, advising lawyers on pro bono engagement and risk management, and designing innovative models for delivering legal services to underserved populations.
As a member of the Legal Gateway Board of Directors, Joanna is committed to helping remove barriers to legal services and supporting efforts that make the justice system more accessible, navigable, and equitable for all.
